If you want to set up shipping to a country outside of your business's location, you first need to make sure that country is listed as one of the places your marketplace ships to. Here's how you can add a country to your supported list:
Go to Settings and select Shipping & Fulfillment.
In Countries, select the Supported countries dropdown.
Pick the countries where you intend to establish shipping zones.
Save your changes.
After completing these steps, the country you chose will be available when you go to create a new shipping zone.
